He was born in Maracaibo, Venezuela. With over 40 years of experience in insurance, logistics, finance, marketing, communications, business intelligence, and biotechnology, he holds a master’s degree in engineering with a specialization in project management and has held key positions combining strategic vision and operational excellence.

He is the founder and chief financial officer of CytoRex Biosciences, Inc., president and CEO of Weston Business Plan, Inc., managing partner of Weston Insurance, and a business consultant at Quick Bookkeeping & Accounting LLC. He also founded and served as treasurer of the non-profit organizations VenAmerica and Echoes of Freedom, reflecting his commitment to freedom, democracy, and community development.

His career integrates technical expertise, financial leadership, and an entrepreneurial spirit geared toward innovation and sustainable growth.
He resides in Miami and is the producer of the documentary series “The General and the Mark of the Beast.”
